Manage High-Risk Offenders
Integrated Offender Management – or “Spotlight” as it is known – is a way of managing high-risk offenders who are supervised in the community.
Spotlight involves the joint management of offenders who pose a significant risk of harm and are considered as being likely to re-offend. This is judged by assessing them and their criminal history.
Spotlight is a multi-agency project that involves probation as the lead organisation in a team including staff from Greater Manchester Police, youth offending services and local authorities working together to:
- provide intensive supervision for offenders who pose the most risk
- share information on a daily basis about high risk offenders
- co-ordinate resources at a strategic level
Spotlight teams are based in Manchester, Trafford, Bolton, Stockport, Tameside, Oldham, Salford, Bury and Rochdale.
